It’s the pepperoni pizza part, also known as PPP
He’s wearing a traditional costume from Dalarna and carrying the colour of Orsa kompani, one of the rifle companies of Dalregementet (I13). Likely this was when that company acted as högvakt at the Royal Palace.
The colour depicts the coat of arms of Orsa parish, three grindstones.

Probably a representative of an old military regiment. The symbol visible on the lower corner of the flag is the insignia of Dalarna, one of the historical counties.
Its the symbol of Orsa, a small town in Dalarna.
