They do give you advance notice. Plus, the letter mentions that you have the right to change to another plan or to terminate the existing plan.
That approach is fairly standard and is a good compromise: Customers happy about the change will not respond and customer unhappy about the change will either switch their plan or terminate the plan without any fees.
