      I 100% agree that Serbia’s Government is Bad, but I suspect this is more likely to be a complex grief problem:

      Other European countries have a lot of this; after somebody dies, the widow/widower files every possible report / complaint / legal case. If a 100-year-old dies of heart failure in a retirement home, a grandchild finds the nursing regulator and reports every single nurse who touched their grandparent in the last month. Then they report the retirement home to the retirement home regulator. Then they submit GDPR requests. Then they report a lawyer to the lawyers’ regulator. Then they complain that the nursing regulator hasn’t updated the nurses’ files to say their workplace is currently being investigated. Then they contact the newspapers.

      This doesn’t happen after *every* death, but 1% of grieving people do this, it ensures that your local medical regulator has an inbox that’s 50% grief, 45% genuine, substantial complaints about medical malpractice, and 5% workplace bullying.
