What’s the confusion about?
DHL are an international company, they can’t afford to do something that’ll “rack up bills” in the US because they have to pay those to continue to do business there in the future.
And because everything Trump is just rhetoric and no forethought, they have no clue how to do that because nobody has told them how it’s supposed to work, so they’ve just suspended operations to the US until it’s resolved.
It has massive overtones of the Brexit shite when that first happened and I was trying to send packages to Spain, and it was just an absolute mess and for nearly a year my chosen parcel company (who basically handle all the details for you and ship with any provider) just gave up… they just stopped taking parcels to Europe until it was all resolved.
Sounds like the same thing is happening again. This is just Americexit.
