The Russian federation is just the new form of the USSR, and the USSR was the next form of the Russian empire. Some things changed, sure, mostly aesthetics, some aspects of government, but the underlying methodology of peripheral exploitation never changed. The Chairman was the Tsar, the President is the Chairman. The federation is the Union, the Union was the empire.
