If Europe wants to compete with Taiwan/Korea and long term the USA on production of high end chips it needs to invest multiple billions across decades in both r&d, infrastructure and training up professionals.
Taiwan/Korea already got a major edge on the rest through established fabs. The US is also investing a lot to make production domestic. China also races to copy ASML and their tech for smallest possible nodes.
