Well it’s not a separate letter rather it’s used with Ո to create a different sound.
Ո-pronounced as Vo if the word starts with it and as O if it’s anywhere else in the word
Ու-is ju u or the double o sound in english, like in word Moon, book etc. We don’t capitalize the ւ to Ւ in eastern Armenian. But I’ve seen it done in calligraphy plenty of times.
