That‘s Putins answer to the Trump administration. They want them to react, because the Kremlin knows that going to war with Russia is extremely unpopular in the USA. And a war would also be the one thing Trump wants to become a dictator. And as a dictator, he won‘t support the NATO allies any longer.
It‘s a very risky game, but it nakes sense in the long run. Because Russia can‘t win this war of attrition against Ukraine backed by Europe and the USA. If these parties lose the USA, Ukraine is as good as done.
