does that mean there could be a slight increase in hope about getting a job in helsinki if you’re from outside finland? because there’s been so much doom about jobs in finland on the internet over the past couple of years that i never even bothered trying to find anything in finland, even if moving to a nordic is my goal

I’m not sure how unemployed/job-seeking natives will feel about this, but I can imagine it (correctly so) feels unfair. In all the posts about unemployment people almost always say “even native Finns are having trouble with getting jobs.”
I’m also curious if there are any loopholes to be exploited, where there’s a large temporary influx of hires, followed by a low retention rate of employees (meaning companies work out that they make more off the €3000 than they lose by the employee turn around). Seems unlikely, but I never put it past corporate greed to figure something out when well-intentioned opportunity can be exploited.
