I’m optimistic for the policy, but it’s only going to work as a deterrent if it gets fully rolled out to 100% of arrivals. I worry we’ll do a 1% trial, conclude it didn’t work and politicians will call to scrap the scheme.

Can someone explain to me how this is a benefit in terms of numbers? My understanding is that this is a 1 in 1 out process: we send 1 unvetted migrant to France, they send the UK 1 vetted migrant in return. Isn’t that a net 0 change in numbers? Aren’t we going to end up with increased numbers because we accept pre-vetted migrants and remove ones that might very well never get past vetting and end up being removed any way? Or am I missing something/misunderstanding the process?
