As Italian I can say that it is a cultural common problem, mainly in the south (I’m from Taranto, Puglia).
I try to understand the motivation of this. There is, in general, door-to-door waste collection, but we have a lot of this situation around the countryside.
It is cultural, but when during the summer, where there are a lot of tourists, the situation is worse, i suppose because the broken windows theory, they imitate the situation.

Why doesn’t local government step in and clean it up, if scenes like this are recurring problems? Divert taxes towards it. If scenes like this is allowed to persist in society people will normalize throwing their shit there. Looks like it’s been there for a while and built up.
Why are some societies so dirty and some not? Is it cultural or a failure of goverment?

I’m Italian, from north Italy and I was disgusted by the trash I’ve found all around Sicily.
It’s a fantastic place, full of history, but disrespected by the people who live there. Sadly a lot of brave people try to male it better but they’re not the majority.
