when I was taking train in Belgium they was always 5 minutes late minimum. I m sure they have a buffer to not count these ..
a train worker in france once told me that these statistics are useless because everytime a train is way too late they just cancel it so it doesnt count as being unpunctual lol
Also, they define when a train is late. I believe in Be they have played with this number. Wouldn’t surprise me in Lux too.
Never have I seen a lie been presented as natural as this.
If I wouldn’t know it better I would’ve been fooled.

Here is a clear gap between what is punctuality for an user (be compliant with the timetable +/- 2′), and how punctuality is defined by the train operators.
As with any problem, there are little chances of any improvement while the responsables continuing not assuming the error.
The CFL does not consider any delay under 15 Minutes as a delay in their statistics
