Yes it means New Driver (Apparenti) legally requirement for new drivers in the Probation Period which is 3 years in France.
I could be missing something here, but an “A” typically means “Anfänger”, so in other words they just recently got their license and might make mistakes
Another fun fact, if you see an A on a giant truck, then it means “Abfall”, and they are disposing something

In Germany some people try to use to Show they are beginners but it is not suggested. I am not sure it is allowed. Normaly the A sign is for lorrys that do waste disposal.
