This is absolutely insane. What landlord wouldn’t be delighted to have exiting tenants? They can put the rent up.
The estate agent is trying to shirk their responsibilities in advertising and vetting potential tenants.
Anyone would be insane to agree to doing their job for them. Who knows what kind of legal liability you’d be opening yourself up to by giving what are essentially recommendations to the estate agent.
Plus, it’s a rental agreement, not a utility contract. They have lived there for three years and given the required amount of notice. The place could be filled ten times over in a month with an increase in rent.

Fairly obvious, if you break your side of the bargain that you should be liable for some of the costs incurred.
€250 certainly would not cover the costs of showing the apartment, advertising the apartment and the time taken to assess all the documents required.

That’s the biggest scandal in the whole thing. They are a toothless organisation that are neither good for LL or tenants.

Left my rental in NZ, and my contract had 9 months on it. I was responsible for the rent until a new tenant was found. Lucky enough, it was relatively quick to find a tenant.
