u/spetcnaz Khurshudyan thinks that the reason Aliyev doesn’t want to mention Almaty in the final peace agreement is the part about self-determination. Almaty apparently has something about the self-determination of the peoples but Aliyev doesn’t want any loopholes or backdoors regarding Artsakh in the agreement.
Plus of course the potential exchange of enclaves which would technically be a violation of Almaty but is beneficial to both sides, i.e. exchange the lands and be doen with it.

That wasn’t him iirc who said it but at some point these people need to produce hard evidence for the stuff they say. You can’t just keep crying wolf and expect people to believe you
