Because Ukraine blocks [the water-supplying channel](https://en.wikipedia.org/wiki/Siverskyi_Donets_%E2%80%93_Donbas_Canal), lol. Blocking the main water supply for the region and then bragging about it is a bit questionable, I’d say. Only full control over this channel (north form Donetsk) could fix the problem, afaik
