What Europe really needs is an attractive business environment within the EU – one that generates and draws in venture capital and angel investors. Ideally single EU market and financial market and not current fragmented national states with different laws and regulations and banking regulations. EU politicians were talking about “single EU market” for a decades now and some people may be under false impression that it actually exists.
These investors in turn, will attract top talent and researchers by offering competitive salaries. That’s the natural order, and it works.
We shouldn’t get too excited about simply sheltering researchers who are leaving the US because of current state of politics. Because even for them Europe would likely remain their second choice. They will go back in a second if opportunity in US arises again.
US is 347million people whilst EU is 450million people. EU should be leader in everyting from finance to tech.

EU research budgets have not. Not a single Euro will be invested for research, current trend is more toward heavy austerity in research.
Even when things are going well, EU research, private or public is generally much less funded that US one.
They will apply, but nothing will happen, sadly. (Germany is undergoing a economic downturn, France is in political/financial chaos, northern countries are smaller in comparison).

Even if they were the top reaserchers in some of the most productive domains all we achieve is paying for the reasearch that american companies will use to extract money from us . Maybe we should also pay american students to study if we like pissing away money . This whole system of open academia in the last 200 years functioned as a syphon of power away from Europe to the rest of the world . I’d be interested in whether there are any surveys the plans of researchers at Harvard, since that university has come under direct assault more or less. What percentage are planning on staying on in US&A, moving to Canada, returning to their home country, or moving to specific countries in Europe.
Also what exactly would qualify as political ‘safe havens’ in Europe: Ireland/Scandinavia/Switzerland/Spain?
