It seems weird, Mafia usually arms without any government knowing, usually they actually scam governments for example they corrupted yugoslavian army officials to illegally steal weapons from armories. So if this is real then it has to be linked to Russian mafia and not government which would have no interests on doing that because italian mafia its neither terroristic or separatistic.
Also I remember you that Linkiesta is a strongly biased source, one of the most important writers on it (I think he actually partially owns the journal) is the husband of the european commission vice president Pina Picierno (PD).
