FINALLY somebody in the American intelligentsia published a sensible article. But the U.S. NSC will chicken out regardless, most likely?
In the meantime, the Russians have been putting cope cages on oil tanks. Surely they’re building similar shielding for refineries as well, and prioritizing air defense batteries around them.
Hopefully Ukraine can score more refineries, but success by the previous method will become harder to achieve. If only they hadn’t been deterred, if only they could have knocked down modest 50% more facilities.

In addition to points outlined in the excellent article there is another one. OPEC and specifically Saudi have been actively cutting back millions of barrels of oil to try to keep oil prices within a specified range. If prices got to high there are a lot of nations and a ton of Saudi capacity alone which could fill the gap. Given Saudi budget issues right now they would be more than happy to.
