I feel like its less in case of war, and more when the war in wider Europe starts.

Russia already fully switch to war economy. If the war machine stops, Russian economy stops. Regardless of the outcome in Ukraine, Russia will be picking more fights to keep its economy running. As long as they have nukes, Putin will never be trialed or hanged, so for him its safe. At best, if Ukraine is successful enough, Russia will have to spend some more years rebuild, but it will only delay the inevitable.

I would have thought they already had a reserve… when the war started, Finland filled up their already sizable reserves, and once they were filled, they built more stores, in order to store even more ammo.
