It’s been a while since uni and I never paid attention to how the place was run as long as I got my degree but isn’t this technically UCL committing mass fraud? Shame the Competition and Markets Authority can’t touch anywhere the OfS protects.
I could understand how this might happen at a subject or faculty level, but for it to happen across the institution suggests a lack of good governance at an organisational level.
For those who aren’t aware a sponsoring entity in the UK must hold a sponsor license. CoS and CAS documents are issued from this.
The sponsor is limited in how many of these it can issue. For entry clearance they are requested ad hoc, case by case. For in-country applications you have a limited pool and must ask the home office for more if you identify a need. The home office can say no if this is not properly justified.
I have nothing to do with UCLs license, but my guess is the number of entry clearance CAS issued last year outnumbered the usual pool of CAS available for the in-country applications this year.
Pretty big whoopsie, but I can see how this can happen given all thier applications need processing at the same time. Under labour CoS and CAS allocation increase requests are being scrutinised much more closely than they ever were under the tories. If the university was late with an increase request (perhaps because thier old tory era SOP allowed for it) and were asked for additional information, or had it denied, that would easily throw things off track.
