That chart and other scant and sometimes conflicting information leads me to believe that on average each attack is knocking about one million tons per year off line, at least temporarily. The chart lists 79 attack dates so about another 80 nights of attacks should plunge most of Russia into the dark and on foot walking around their abandoned and useless cars.
