The author seems a little confused.
To clarify, it is a bit of Russia which extends into Estonia and is shaped like a boot if you squint and stand on your head. Estonians have right of access to cross, but should not stop. That right has now been suspended and apparent armed groups have been seen, it is Russia so to be expected.
