Okay guessing you’re a kid because this has literally always been a thing.
It’s a bit archaic but has to do with decency.
Simply put adults don’t want to see kids in what is commonly seen as slutty clothes. And the ones that do go to jail for good reason.
What does bother me about this perticular one is that it’s seemingly entirely random and vague.
Lik the rule in my time was no spaghetti straps or anything that exposes shoulders, but here it seems to be that the thin strap is enough cover somehow?
Maybe it’s to avoid accidental flashing with strapless or smth idk.
You also have the weird one where jeans skirts are not allowed but another skirt of similar lenght is?
