      The enterprise belongs to the Georgian company Black Sea Petroleum. Its founder is businessperson and designer Maka Asatiani. The construction of the plant was financed through private capital, a state fund, and Georgian banks. In particular, the Georgian Development Fund (formerly the Partnership Fund) provided the project with a $5 million loan, while the banks Kartu (owned by the founder of the Georgian Dream party, Bidzina Ivanishvili), Halyk Bank, and BasisBank collectively provided $45 million.
