Should I be taking away the lesson that if I want some graffiti removed, I should add a small penis to it?

I know it’s a controversial topic, but it did annoy me a bit how quickly they cleaned up the England flag graffiti near me whilst just leaving the rest, some of which is much more crass and offensive.
Like, can’t we keep the same energy for all graffiti?
