Italy is preparing its 12th military aid package to Ukraine, focusing on munitions and SAMP/T missiles for air defense systems.
According to sources close to the plan’s development, the package could be completed by the end of 2025, depending on parliamentary procedures. According to information, the government led by Prime Minister Meloni has, during the full-scale Russian invasion, already sent 11 aid packages totaling about €3 billion, and Italy has delivered two SAMP/T batteries to Kyiv.
The details of the future package are included in a package of legislative provisions on state secrecy. Such steps underscore the government’s long-standing support for the Ukrainian people, despite the country’s limited financial resources and changes in the level of support from the United States.
The government is also considering the possibility of activating the EU budget policy’s national escape clause, which would allow increasing defense spending in response to crisis challenges.
Additionally, Italy signaled its participation in NATO’s (PURL) initiative aimed at purchasing American weapons, notably Patriot missiles, funded by European funds. The size of the country’s contribution has not yet been determined.
Context and Prospects for Support
The main focus of the new package is to strengthen Ukraine’s defense capabilities through modern air defense systems and ammunition that can quickly restore the combat readiness of Ukrainian forces during the conflict.
Despite financial challenges and reduced support from other actors, Italy continues to pursue a policy of steady support for Ukraine and seeks to strengthen Europe’s defense capabilities through joint initiatives and European financing instruments.
