May I suggest: “safety inspections” for any shadow fleet tanker going into or out of the Baltic. Must be safe to operate (no 50 year old rust buckets), must have insurance, must be able to prove who the real owners are (no chain of shell companies)

There have been plenty of accidents and damage caused by shadow fleet tankers so this makes perfect sense
