Even more pressing than the availability of military gear is the cultural shift away from ultra-pacifism driven by Nazi guilt to a moderate pacifist consensus where Germans would at least fight to defend themselves and their allies if NATO was being attacked. Leopard 2s with no one willing to man them are just expensive paper weights.
