Well CTBT never came into force as not all Annex 2 countries ratified it, and Russia withdrew its ratification so it’s most likely dead, so there’s no legal prohibition for underground testing.
The funny bit is that the French and Chinese never signed the PTBT, so legally they can still do atmospheric testing.

Resuming testing is so fucking dumb. The US has a huge technological advantage in weapons over anyone else, but particularly China. They’re the nation that now has the means to test most freely, they’re the ones who’ll benefit from this, not America.
