They’re definitely not surrounded but it is quite clear that Russia is currently successfully conducting two simultaneous and operationally significant assaults in Pokrovsk-Myrnohrad and Kupiansk which is quite concerning. The fall of Pokrovsk will pave the way forward for further advancements northwards and the fall of Kupiansk will pave forward the way for advancements up to the Oskil River around Borova. Realistically after these operations we could be talking about Russia conducting operations up to or inside Sloviansk and Kramatorsk a year from now, which will ultimately pave the way forward for complete Russian control over the Donbass. Kramatorsk is also morally significant in that early in the war, Russia conducted a high-precision missile strike in the railway station, killing 63 civillians and injuring over 150.

I am not a military expert like most people in this sub, but I have been following both the Russian invasion and the Israeli invasion in the news since start. I have noticed that in the Russo-Ukrainian war the two sides rarely disagree on whether the other side “won” in a front, while in Palestine every single incident is debated and there are 2 or 3 different versions.
I remember when Ukraine got that territory in Kursk, Russia did not deny it happened rather had an array of excuses why it did. Ukraine also never denied that Russia occupied one of their cities or bombed another. In Palestine for every bombing of Gaza or Iranian bombing of Tel Aviv, there are several different versions of the same incident or even debating its existence.
Is there a reason behind the type of communication those countries choose?

“But the Ukrainian armed forces said claims of Kupiansk being surrounded are “fabrications and fantasies” while the spokesman for Ukraine’s eastern forces, Hryhorii Shapoval, told The Associated Press that the situation in Pokrovsk is “hard but under control.””
So it’s a bit of a misleading headline. Ukraine isn’t denying that Pokrovsk is surrounded, they’re denying that Kupiansk is surrounded.

If Ukraine wants to speak in technicalities then fine, Pokrovsk and Kupiansk aren’t fully encircled, but both cities are in cauldrons with all roads and routes of evacuation under Russian fire control.
