Ground beef browns when it interacts with air (oxidization). As long as it isn’t expired and you refrigerated it properly, it’s safe to cook and eat. Signs of bad meat would be it becoming slimy or stinking.
Also, the packaging says it’s spiced.
Raw meat should be red. That’s all I know.
Packaging says it is spiced could be pepper but it really looks weird as long as it doesn’t smell sour I think it is good to eat
