      Is that not what its been for a while? I thought you had to sit the test before getting a third learner permit renewal, since at least a few years ago.

      Wonder if it would useful getting people who reach a certain amount of penalty points to take the full license test again? People who have clearly displayed they need the refresher

      63000 learners renewed more than 20 times, considering 3.4M fully licenced this makes them **1.8%** of drivers on the road.

       63,000 learner drivers have been renewing permits for years without ever taking a test. The government’s finally doing something: after 4 years you have to take the practical test, after 7 you start from scratch.

      It’s insane this loophole lasted so long. Unsafe, unfair, and a total piss-take for everyone else. If you’ve been coasting on a learner permit, stop pretending and book a test!

      Finally, some common sense. Who else thinks this should’ve happened yesterday?

    5. I’ve been at checkpoints for insurance and for drink/drug driving but never once have I been asked to produce my license. IIRC it became an offence in itself a few years back to drive without one on your person while driving.

      If you’re over a certain age, you never even had to sit a driving test because it wasn’t instituted yet. You just had to send away for your driving licence at the post office, the same as a television licence. And you get to keep the exact same license that these learners are working towards, as long as your GP will certify that you haven’t gone blind.

      But you can’t drive unaccompanied on a learner permit? Why are people staying on it if that’s the case? I don’t understand why anyone would stay on the learner permit _intentionally_ for 4 years.

      Are they just driving with someone else all the time? Then the other person might as well drive no? And if they’re driving alone that’s already not allowed and having to renew permit is irrelevant

      There is a cohort of people who do not take learning to drive or the rules that go with driving seriously. When I was learning to drive back in 2013, I went to the NDLS centre to submit documentation that was required from me. While I was seated in the waiting area a member of staff came over to make sure that I had what was necessary. The woman sitting next to me was also asked if she had her documentation ready. The woman had most of her what was required except her current provisional licence. She then said ‘it’s ok, it’s expired anyway’. Which means that she had been driving around with an expired provisional licence. I have no idea how she was able to get insurance, but then I’m assuming that she had insurance.

      They forced me to renew rather than get a new licence after I gave up for a few years. Paid for the lessons again despite not needing to officially. If I don’t get the pass soon I am so screwed lol.

      Tbh every driver should have to resit every 5 years or so.

      Genuine question what about people who have a learners permit but don’t actually drive – done the theory test and for whatever reason just kept renewing but don’t have a car?

      Maybe if I hadn’t been waiting on a test since fucking June this wouldn’t be an issue

      The reason people can get away with this is extremely lax enforcement of the rules and a general culture of causal lawlessness on the roads. Every day I see people breaking the law openly by displaying both ‘N’ and ‘L’ plates on their cars. The person behind the wheel can only be one of these things (and is probably neither most of the time as the car belongs to the parents), so at least one of them is being displayed illegally. But no one cares, and certainly not the gardai. And because no one checks, partly because they expect the driver displaying an L plate probably isn’t a learner after all, you can basically do whatever you please while staying on a provisional forever. The plates are themselves utterly pointless for this reason, because no one believes them when they see them.

      For some reason people take this seriously in Britain and do not just leave the L plate on permanently if there happens to be a learner in the family.
