La Corte dei Conti respinge il bilancio di Bruxelles per il 2024

can any1 ELI5 as to what this actually means/does ? Cause they cant exactly make a new budget, cause there is no government in Brussels ? (and i doubt a government of running affairs can ***make*** a new budget)
