This is clearly fair use/dealing, as satire. The licence terms are only applicable if you want to keep a licence.
It’s something which annoys satirists who work for the BBC/ITV/etc, and puts them at a disadvantage compared to an average YouTuber. Broadcasters *need* to licence the content, for things which aren’t fair use like showing what actually happened. As soon as you stray outside it, you risk losing the licence.
So if you’re producing content for a channel which doesn’t need an actual licence (basically one which doesn’t have news) the only way you can legitimately use the content is fair use exceptions, satire, criticism etc. But you can’t do both.
