So I think the idea is that when abroad roaming you can call any EU country using your minute-balance. When in your country though that’s not necessarily the case. Had the same thing happen to me calling from Greek (GR vodafone) number to Cyprus.

On the other hand I think my mother could call me for free while in Cyprus with Primetel.

If the number you are calling is not cypriot then you’ll be charged

You are not charged when you are in roaming in EU and you are calling or being called to/from a Cyprus Number. Any other calls to another EU country while you are in Cyprus will be charged
