For the record, sure I get she legally shouldn’t have done it. I would have been understanding of a “okay these are the rules and you broke them here’s a £30 fine” or something, but this level of financial hardship for something this minor is excessive, and I’m certain that far more prolific and harmful fly tippers are going unaddressed across the country.

I don’t think it’s inappropriate to fine people for antisocial things like littering, spitting, etc, but £1,000 seems excessively high compared to other offences. As the lady herself points out, it’s more than the fine for speeding.

I’m glad I always remove my address and other personal details from anything I throw away. Though I thought I was doing it to prevent identity thieves rather than council busybodies.

council are off their heads if they think this is how people expect them to act! Fly tipping in any one’s language is dumping a significant amount of waste or large objects such as sofas or building materials, it does not extend to an envelope!!! i’d suggest the council has better things to do than make themselves look stupid!
I saw a report from 2016 that the FPN had an early payment discount £250 instead of £400.
Hopefully this has one too, but she may be better off offering to say it’s littering rather than fly tipping or seek to pay via instalments.

Notice how it was a woman. Similar to the council officials that fined a woman for pouring few drops of coffee down a drain. Women make up ~75% of TV license convictions.
Why? **Easy targets.** Governments **LOVE** criminalising ordinary people for petty infractions – mostly so they can extract more money.
A local vandal key’ed 20 vehicles in my street few years back because they were bored. They got £150 slap on wrist. I was fined a similar sum of money because the TFL autopay failed when driving in the London congestion zone.

I’ve seen enough stuff get fly-tipped to know that if there’s anything a council can use to do someone for it, they’ll use it. I also know sometimes some little shit comes around and knocks bins over, or the wind blows them over, or have had shitty neighbours put their stuff in other people’s bins because their own is full.
That’s also why I rip off any addresses off any packaging too before I put it in my recycling bin.
But you can’t fit an envelope in a recycling bin? Call me cynical but this ain’t a cardboard box. Surely could find some tiny gap which to put it in
