Bystander effect perhaps. I would love to be a hero in such a scenario, but also realistically I don’t want a black eye… need to go learn judo or smth
People don’t help out because there is no common culture. Nothing to protect if such things happen. Also there is a significant proportion of Luxembourg City residents or that work in Luxembourg City who are not planning to stay permanently. Thus they will not care either for a person being mugged or building culture.
It says she was with 3 “friends”. Time to find new friends.
