      So its more council pays for massively overpriced provider for a teen’s placement.

      Things like this seem to be such a difficult issue.

      It’s clearly too expensive for councils to have their own specialist services, so cheaper to pay that instead.

      Once again a complete lack of sense in procurement decisions in the public sector.
