According to the article Luas staff are expected to transfer to the new company. I hope they won’t be kept waiting too long.

After living abroad where its the city councils operating public transport, why have we privatized heavy-light rail? and even intercity bus routes in a small enclosed island country?
There’s no competitive market with rail or road networks, there’s one destination, you cant choose between a different tram carriage company at a stop or a different rail line going from the same point A to B. Its just a natural monopoly if ever there was one
Once the Luas stays free I don’t mind who runs it

Well their business practice of offering the Luas for free to everyone obviously wasn’t very sustainable
