More seriously… over the last twenty years the russian civilian rocket industry had rotten, because the old engineers veteran of USSR are not remplaced adequately. Also endemic corruption and nepotism. Now the rot is extending to the missile industry.
Phobos Grunt (2011). Proton flying upside down (2013). Soyuz aborts (2018). New ISS module doing acrobatics with the ISS (2021). Luna 25 pathetic failure. And on, and on.
