No one will bother defending Europe, the Europe will. USAians often sell their involvement in WW2 as a gesture to Europeans but it was not. So the memo basically says that, in the event of a conflict with China, America should prioritize committing conventional resources for the bigger threat. Russia is clearly not a bigger threat than China.
You aren’t the center of the world Europe. We have concerns elsewhere. We have territory in the pacific that isn’t covered under NATO and allies in the region that we also have defense agreements with. Why should we prioritize you over them or our own people?

It says there will be a shift in burden sharing, not a complete cut-off of support.
