Unless it’s something like a family member being on end of life, or attending a close relations funeral, there should be absolutely no discretion.

As a note, he hasn’t been convicted of an offence at this point, he has been charged.
There is a presumption of bail unless there are reasons to deny (mainly fail to surrender to custody, witness interference or further crime).
Allowing someone to continue their employment prior to conviction is certainly a generally desirable outcome.
I would have thought there were significant concerns regarding future failure to surrender to custody, but ultimately that’s a decision for the court.

The last date of his European tour is Portugal on 9 July. I expect he’ll leave from the US from there and never return to the UK.

Given the amount of money he has I doubt he’ll care about losing £5m if it means he can keep his freedom. He is probably gonna make that this summer with his tour dates and appearances. Yes bail should be offered but only to those who don’t pose flight risks but giving it to rich celebrity who will likely not come back and is unlikely to be extradited back to the UK is insane.

So here’s a hot take: The benefit to society of a £5m payment outweighs the harm caused by a single instance of GBH, so a system where people can commit GBH for a £5m fee would be a net positive.
We’ll be better off if he doesn’t return for trial and we pocket the £5m, compared to the situation where he returns, we pay for the trial, and then pay to imprison him.
