Some interesting stuff, and among other things:
u/spetcnaz Khurshudyan thinks that the reason Aliyev doesn’t want to mention Almaty in the final peace agreement is the part about self-determination. Almaty apparently has something about the self-determination of the peoples but Aliyev doesn’t want any loopholes or backdoors regarding Artsakh in the agreement.
Plus of course the potential exchange of enclaves which would technically be a violation of Almaty but is beneficial to both sides, i.e. exchange the lands and be doen with it.
