It’s very distasteful and would be a terrible invasion of privacy at a time when the collision victims are going through an ordeal or worse, but I don’t think it should be illegal if a passenger in a car wants to film anything that happens in a public place. If someone is driving a car and filming that is clearly a driving offense as in these cases I think.
